The Failure of the 28-Point Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the introduction of a new 28-point plan for resolving the conflict appeared – briefly – to have been contained. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of rocket attacks on Kyiv.

The Pattern of Negotiation and Warfare

The chain of contrasting events captured the bleak nature of the outgoing year. By day, political struggles are conducted: positive announcements are released from multiple capitals. Immense energy is expended on managing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "peace".

Nighttime Reality

As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor missile launches from enemy soil, a ability enabled by timely intelligence. From witness perspectives, defense planes that had been dispatched to counter approaching cruise missiles streaked across the sky – sophisticated military planes provided to Ukraine by European allies.

Shortly after, Kyiv's missile defense thundered: multiple launches targeted at a hostile projectile. This was a sophisticated defense system at work, probably delivered by allied countries. Every deployment creates sudden vibrations, rattling buildings. The moment of terror quickly becomes sober acceptance: perhaps the approaching threat won't hit its mark this time, preventing destruction from devastation and further power outages.

Continuous Dangers

Not long after, a heavy machine gun engaged a aerial vehicle somewhere nearby, part of a rapid response unit – almost certainly imported technology. Regrettably, the shots failed to hit the opposing UAV – it continued its flight toward its destination.

Periodically, this carried on until dawn. Kyiv greeted the daybreak reports: seven people killed, devastation and heating outages in many homes as a result of the night's assault. As typically, everyone still continued their routines – living the war. But those entire period illustrated Ukraine's critical military reliance on international aid – a dependence that European nations are evidently unprepared to substitute in the immediate future.

Failed Diplomacy

The detailed framework from American leadership sparked intense emotion, controversy and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new initiative from US leadership unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually achieve victory. This cycle will, no doubt, persist.

Political Considerations

It is tempting to accuse specific actors of persistently promoting Russian terms. But that does not seem to be the complete picture. US administration functions according to a premise well known to experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The American government assumes that it is impossible to pressure the Kremlin to abandon the territory that it currently occupies in Ukraine's occupied territories.

The problem is that while recognising this factual reality, Washington does little to prevent Kremlin actions, through words or deeds, from assuming that the situation will not evolve additionally in its benefit in the coming year.

Divergent Views

Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their reason to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leadership remains supremely confident in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing people and territory but averting a total frontline collapse until situations evolve in its favour.

Current Realities

Objectively, there are no real preconditions for a ceasefire. Now, individual motivations are becoming relevant: political desires to negotiate peace and achieve global acclaim, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unsuitable, so that their attention does not move to domestic problems. And although their mission will now be significantly challenging after recent developments, it remains highly unlikely that this will alter their fundamental strategy.

These two forces are guiding negotiations.

Conclusion and Outlook

It took a mere seven days to terminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, current information leaks, all served their function.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and show particular unwillingness to modify developments, if they stand together and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, largely rely on ongoing international assistance.
